I've Got a jar of dirt, and guess what's inside it!
rule #69 tells to the students of Hogwart to NOT USE magic to punish the fangirl/fanboy when he/she/they used him/her in the story.
The rule protects fans (which are writing fan-fiction) incase of fury from (for example) Harry when he didn't like what (for example) I wrote about him (me:"Harry licked Ron's ear" | harry: stfu *crucio*)
